Learning Outcomes of the course unitBy the end of the course, the students should be able to:
  1. Define the general terms related to Public Law with main focus on the Constitutional Law.
  2. Clarify the meaning of the constitutional instrument in relation to what constitutes a Polity. (Followed by a review of an analytical reference to the discriminations of the Constitution as well as to sources of law, the forms and kinds of democratic regimes, the basic organs of a state of law, the separation of powers and their fundamental regulation).
  3. Present an introductory review of the establishment and the basic lay-out of the Constitution of Cyprus; references to the particularities of the constitutional system of the Republic of Cyprus focusing on current problems of legality caused by events in 1963 and 1974.
  4. Analyze and explain decisions of Cypriot Supreme Court and other international courts which affect constitutional aspects in Cyprus.
  5. Interpret the socio-political structures by referring to constitutional provisions

Course Contents

Introduction to meanings: presentation of the differences between public and private law, explaining and analyzing the basic elements of the sources of law  

Definitions of the Constitution and of the Polity: analytical presentation of the major discriminations of a contemporary Constitution and of the Polity

Contemporary models of democratic systems: understanding the basic definitions of a contemporary polity: analysing the democratic and republican systems of government  

Institutions of a Polity: interpretation of democratic regimes with emphasis on basic, fundamental institutions such as the presidency and the executive, legislative, judiciary, the voters and the fourth estate

Analytical review of the Constitution of Cyprus: brief and concise presentation of the reasons which lead to the drafting and acceptance of the particular Constitution of Cyprus and its troublesome provisions  

The legal parameters of the Cyprus issue: introduction to problematic concepts such as the law of necessity, a number of international court decisions and UN resolutions on Cyprus and the political efforts for a settlement which affect the legal landscape in Cyprus

Planned learning activities and teaching methods

This course is delivered to the students by means of lectures, supplemented with discussions in order for the students to familiarize with the critical approach of a journalist in regard to interpret the constitutional law
