Learning Outcomes of the course unitBy the end of the course, the students should be able to:
  1. Describe what is health. The historical development and the holistic definition of health.
  2. Know and describe what system - Health System
  3. Describe the concepts and features of the health system. Explain patterns of health systems, general principles and organization structure, system resources and products.
  4. Describe the three basic models of health systems in Europe, how they are organized in the various levels of care and public health in general.
  5. Explain a comparative approach to European health systems.
  6. Describe and explain the main features of the present health system in Cyprus.
  7. Describe the structure and organization of GHS, and the Health Insurance Organization (HIO).
  8. Describe and explain the meaning and content of health policy, the purpose and objectives of health policy and the means for achieving the goals and policies to solve problems.

Course Contents

Health: History, The biomedical model. Modern Approaches, The definition of WHO, the right to health. The concept of positive health, the measurement of positive health, holistic definition of health, social factors affecting health.


Health systems:  Concept and characteristics of the health system. Types of health systems. General principles of structure and organization. System resources and products (inputs-outputs). Historical development of health systems.


European National Health Systems The Greek health system. NHS Biomedical Technology of the Greek health system (Potential - Regional distribution) Primary, secondary, tertiary health care. Private health sector. The German health system. The British health system. U.S. Comparative health systems approach. Globalization and convergence potential of health systems. Measurement of health status and identify health needs. Social planning health services. GHS of Cyprus.


Cyprus Health System History of Health and Social Welfare in Cyprus. The Cyprus Health and Welfare. Instrumentation systems design Health and Welfare at central regional and local level. Types of social care (primary, secondary, open - closed). Administrative structure and organization of first and second units of Health. Functional specifications. Design methodology and organization of health services. Current trends and concepts of government services and welfare units (horizontal systems, the Internet).


Health policy : The meaning and content of health policy. Aims and objectives. Means to achieve objectives. Main problems faced by health systems. Policies for resolving problems. Bodies health policy and operation.  Assessment of health systems.

Check operation of health units.
Why health policies? Theoretical foundations of the existence of health policies with a brief reference to theorists. Political conflict and the creation and review of the health care system: Party, interest group lobbying, etc. in relation to health. Indicators relating to the examination of systems (financial, infrastructure, personnel, etc.).
Inequalities in health: differences between different states; inequalities between social classes within the same state. Health Policy and International System.

Planned learning activities and teaching methods

We use a variety of teaching methods to meet different learning styles and needs of the course. This means that the student can expect a set of lectures, seminars, case studies and learning based on group discussions and problems (problem solving, student oriented). The result is a rich learning experience where students can benefit from courses which are relevant, practical and current.
Graduate students are required to participate during their studies in scientific activities (conferences, workshops) objects associated with the Program enriching their knowledge with additional knowledge to the theoretical and practical training in relation to their practical training and preparation of their thesis work.
Courses other than teaching or instructional books proposed by each teacher to study their contents usually offer several other forms of additional teaching materials such as notes, educational CD / DVD, Internet courses, or hung on the website of the Department or the educational platform (e-class) of the graduate program.
It is possible, at the discretion of the teacher, lessons supplemented by classroom exercises and assignments, individual or group, to better their strengthening. In any case, at the discretion of the teacher to determine the specific requirements of the exercise (or exercises) in each course, or other work, which should prepare the student for the course.
